BANGKOK, Sept 3 (Reuters) - Thailand's top energy firm, PTT Pcl (PTT.BK: Quote), said on Friday it expected net profit in the second half of the year to be higher than the first half as its sixth gas separation plant would start up in the fourth quarter.
PTT completed the construction of the plant early this year and had initially planned to start operations in March but it was delayed due to an environmental dispute at the Map Ta Phut industrial estate, the world's eighth-largest petrochemical hub.

Plane lands, breaks into three pieces, Miraculously, only one person died
Bogota, Colombia: A Boeing 737 jetliner with 131 passengers aboard crashed as it prepared to land and broke into three pieces at a Colombian island in the Caribbean early Monday. The region's governor said it was a miracle that only one person died.
Colombian Air Force Col. David Barrero said officials were investigating reports the plane had been hit by lightning before crashing at 1:49 a.m. (3:49 a.m. EDT; 0649 GMT) on San Andres Island, a resort area of 78,000 people about 120 miles (190 kilometers) east of the Nicaraguan coast.
San Andres Gov. Pedro Gallardo said 125 passengers and six crew members had been aboard, but the only person killed was Amar Fernandez de Barreto, 68.
"It was a miracle and we have to give thanks to God," that only one person died, said Gov. Pedro Gallardo.

Thai Buddhist council severs ties with Perth monastery over women
Bangkok - Thailand's Sangha Supreme Council which governs the country's Buddhist monkhood has severed all ties with and Australian monastery for ordaining two female monks, media reports said Tuesday.
'The expulsion took effect Monday after the council had ruled to cancel the monastery's status as a branch of Wat Nongpapong in Ubon Ratchathani province,' The Nation online news site reported.
While the expulsion means the Bodhinyana monastery in Perth can no longer claim to be 'sanctified' by links with the famed Forest Temple in Ubon Ratchathani it does not mean its temple status in Australia has been revoked.

Thailand lends Cambodia US$40 million for road project
(TNA) - The Thai Cabinet on Tuesday approved a Bt1.4 billion (US$ 41.2 million) loan for a highway development project in the neighbouring country of Cambodia, a Thai government spokesman said.
The soft loan will be spent on upgrading Highway Route 68 from Kralanh to Samrong and O-Smach in Cambodia, according to Mr Vachara Kannikar.
Under the 30-year contract, Cambodia will pay 1.5 per cent annual interest, with a grace period for the first 10 years, and will begin repaying the principal from 2019 onward.
The Cabinet decision on loans to Cambodia takes effect without a need to seek parliamentary approval as it is not considered an international agreement under Article 190 of the Constitution, Mr Vachara explained.
The Constitution stipulates that any international agreement is required by law to be presented for parliamentary approval before putting it into practice.
In addition, Prime Minister Abhisit Vejjajiva assigned the National Security Council to consider opening more border crossings with Cambodia to boost border trade and bilateral cooperation. (TNA)

Asean agrees on joint response to flu
Health ministers of the Association of Southeast Asian Nations (Asean) plus China, Japan and South Korea have agreed on five measures to control the spread of the deadly A/H1N1 influenza virus, Public Health Witthaya Kaewparadai said on Friday.
Mr Witthaya said preventive measures include the exchange of information concerning the influenza A outbreak, forming regional mobile units to inspect possible influenza A infction along their borders, and cooperation in laboratory virus testing.
In addition, passengers who travel from areas where the flu has been detected will be screened to reduce negative effects on trade and the economy.
There will also be joint studies of the virus to assist the development of a public health system and to handle any future outbreak in the region.
Mr Witthaya said Japan's senior vice health minister Takao Watanabe had said Tokyo was willing to support and help Asean combat the flu.
Mr Watanabe also said Japan would study the Thai idea of mobile units of health volunteers to detect any outbreak in local communities, he said.
Mr Witthaya said most of participants at Friday's meeting of regional health ministers and officials in Bangkok expressed their satisfaction with the outcome.

Webster University has established two new scholarship opportunities designed for dependents of its alumni and part-time faculty and staff. The two new offerings each provide a savings of nearly 30 percent off Webster's full tuition rate before any additional scholarships or financial aid are applied.

Merit Scholarship for Dependents of Part-Time Faculty and Staff
Beginning in Fall 2009, Webster will offer scholarships to dependents of all current part-time employees and active adjunct faculty at all Webster University campuses worldwide who are interested in becoming full-time freshmen at the university's home campus in St. Louis, Mo. Dependents who meet the requirements for admission to Webster will be guaranteed a minimum $6,000 merit scholarship that is renewable each year for four years. These applicants also will have the opportunity to compete for additional scholarships.
Alumni Legacy Scholarship for Dependents of Webster University Alumni
The Alumni Legacy Scholarship offers dependents of Webster University alumni a guaranteed $6,000 annual scholarship for full-time freshmen attending the St. Louis home campus, beginning in August 2009. Legacies who meet the admission requirements will be eligible to receive the scholarship each year for a total of four years. Alumni dependents also will be able to apply for additional scholarships or financial aid.

Transport Minister orders SRT to get trains running again
Transport Minister Santi Promphat ordered the State Railways of Thailand (SRT) to meet with its labour union again to resolve their differences and bring the workers back to work as soon as possible.
Seventy-six SRT rail route services nationwide were disrupted, with many services suspended altogether, paralyzing railway cargo transport, for the second day Saturday.
The absence of many hundreds of key state railway employees, including train operators, engineers, conductors and varied technicians who are taking sick leave means that the trains cannot run.
The SRT labour union's work stoppage, means that most of the country's rolling stock sits idle on sidings around the country, including some wagons loaded with goods that are not being delivered to market.
